This refers to a protection power that protects other states and/or represents the interest of the state's citizens as a third state. After the fall, the Iranian Revolutionary Guard transformed it into a training center. All remaining signs of former US occupancy has since then been vandalized.

The fact that the American symbols were left on to be vandalized in the first place shows the degree in which the government wants to bolster public opinion against the US. I think it is impossible to heal rifts between two nmations when the negative is amplified via the encouraged vandalization of a country's national symbol.
