exemption. porous. illegal.

The rampant bootlegging prominent in Detroit during prohibition would not have been possible without the 28 mile long waterway border with Canada. The major players who had an organized role in all of it brought their goods over any way they could - via caravans of cars driven across the frozen river, along cables under the water and in pipes across the border, serving over 25,000 blind pigs in operation. This industry was second only to the one that made Detroit famous. Operating at times above the law, the whole bootlegging operation of the city was acting as one major area of exemption.
