Compromise, Nebulous, Changing

International Waters - By the Freedom of the Seas doctrine, or the Law of the Sea, exclusive rights are given to the adjacent coastal nation's boundaries (initially within a three mile buffer of ocean). The country extends those nation's terrestrial boundaries which permits them to respond to an invasion as they would by land. Within the advance of commercial activities including oil exploration, fishing, shipping and mining, the UN enforced the Convention on the Law of the Sea to 12 nautical miles.
